A download link and game ownership are different questions

WorkshopFetch checks the public item details that Steam returns. It does not know what games you own, and a visible title or preview does not mean Steam has supplied a public file URL. When a URL is absent, the site does not guess one.

SteamCMD is a fallback, not a bypass

When Steam supplies the item’s App ID but no public file URL, WorkshopFetch can prepare workshop_download_item for you to run locally. SteamCMD may still require your own account, ownership, or game-specific access, and success is not guaranteed.
